The Rise of Lethal Autonomous Weapons
Artificial intelligence is no longer just a tool for chatbots and image generators. Who Is Building Autonomous Weapons?
The development of LAWS is not limited to one country or bloc. Multiple state and non-state actors are investing heavily:

Why This Is an AI Threat Unlike Any Other

The International Response — and Its Shortcomings
The United Nations has held discussions on LAWS under the Convention on Certain Conventional Weapons (CCW) since 2014. Progress has been painfully slow. Key military powers have resisted binding treaties, preferring non-binding political declarations. Meanwhile, the technology continues to advance.
Human Rights Watch, the Campaign to Stop Killer Robots, and dozens of AI researchers have called for a preemptive international ban — similar to the prohibition on chemical weapons. These calls have gained moral support but little legal traction.
What Meaningful Human Control Looks Like
Many experts argue the critical safeguard is ensuring meaningful human control over lethal decisions. This means:
- A human must authorize each individual strike, not just broad mission parameters.
- The human must have sufficient time, information, and capability to make a genuine decision — not just rubber-stamp an AI recommendation under pressure.
- Systems must be designed to allow operators to halt or override autonomous action at any moment.
